What is Reservation in India

Reservation is a topic which has the most discussion and politics on the subject. Reservation In almost every election there is an electoral issue in some form of reservation.

Political parties lose and win elections on the issue. The basic purpose of reservation is to overcome the inequality in the midst of different sections and establish a parallel society. Apart from ancient times (old time) in our India country, discrimination was done and injustice has been made. The society was divided into four parts or letters in an unscientific manner. The characters were (Brahmin, Kshatriyya, Vaishya, and Shudra) in the Vedas and in religious books only the Shudras were given the same rights. It is the right to serve selflessness without three letters. In religious books, Shudra Varna has been severely insulted in many places by calling it a lowly character. As Tulsidas wrote in Ramacharit-Manas page number 986 in Chaukhan No. 3.
“Talei, Kumhar Chandal, Bhil, Kol, and Kalwar etc. which are below the characters, after the death of the woman or the property of the house is destroyed, the head shrouts and becomes monk”
They worship themselves with Brahmins. And destroy both the folk with their hands. In ancient times, the Vedas and religious books got the status of the constitution. In these religious books, the king used to rule, the reservation started from this period.

According to Manusmriti, the posts of the priest, the chief adviser of the king, the post of the penalist, and the posts of the ministers were reserved for Brahmins, all important posts were safe for the Brahmins, all the ministers were Brahmins. Non-Brahmin castes could not reach big positions, so the legislation was created to maintain monopoly on education. For the women of lower classes of Hindu society and Brahmins, women studied for the crime and declared a crime, which violated the provision of harsh punishment.
Shloka number 67 of Part 2 of Manusmruti states: -

“ As for the Shudras, it is forbidden to do the initiation (Janau Samskar) of the Guru. In the same way, it is forbidden for women to read and study Guru initiation. In the ancient times, due to such discrimination, due to lack of full governance and lack of education, the condition of all the tribals, backward classes and all the dalit women became so pathetic and thought that this example could not be found elsewhere in the world. It was also difficult for the Dalit class to stay alive. The people of the dalit class could not do good work and neither the dalit class could worship in the temples, nor could they drink water in ponds and neither could they lay foot on many public roads. While such a deal was not done with dog cat and other animals.

For thousands of years women (of all classes), tribals, Dalits and Backward classes continue to thrive in the mill of this religious injustice. Many kings in the country became kings and rulers, but no one tried anything to overcome this religious injustice. Because all kings of Maharashtra respected Vedas, Puranas and religious literature very much. That is why the Vedas could not raise the courage to take any action against the Puranas, and the kings were also told that the Vedas came out of the mouth of Brahma, therefore it is not to obey the words of Vedas and Puranas. Do not believe in God's order. That is why no king or ruler could dare to remove this religious and social injustice.

But in the beginning of the 20th century, King Shahuji Maharaj of Kolhapur principality dared to go against the Vedas and Puranas and dedicated the administration of Kolhapur concession without the welfare of the entire people without discrimination.

Baba Saheb Dr. Ambedkar demanded the Swaraj for the Indian from the British Government and demanded separate constituencies in the Legislatures for the Dalits.
Baba Saheb believed

that people in India see more caste than people of merit and education, therefore, the upper castes and caste people will not vote for the Dalit class candidates in the joint constituency, therefore the representatives of the Dalit class can not be elected in the Legislature, while the Dalit and Backward Classes People of Brahmin and upper castes will understand the work of virtue, therefore Brahmins and the upper castes will win and rule On coming in, there will be more injustice and tyranny on the Golden and Dalit backward classes, so Baba sahab demanded such a separate election area for the dalits in the areas where only the Dalit people could contest elections and only the Dalits Can only vote. Baba Saheb demanded such a provision from the British Government that there is no obstacle in relation to any person entering the government service in front of a person.

Baba Saheb had given a speech at the Round Table Conference. Sir, I am of the opinion that allowing any single class to monopolize all government jobs in a country is a big public public hazard. I call it a public hazard, because the castes that live in benefit, the sense of ego becomes in them. Baba Saheb also said this. That we are going to make a new legislation for India. We should start it with a method in which every person of His Majesty's people should have the opportunity to introduce their own qualifications in government jobs.
There is a monopoly in the government jobs of the upper castes, which is being neglected by other sections. The upper caste people have misused their rights to bypassing justice and equality to benefit their class. In order to eliminate monopoly in government jobs, such rules should be made so that all the communities recruited in the jobs can get their proper shares.
Congress and Gandhi did not participate in the first Round Table Conference, but in the Second Round Table Conference, Gandhi participated and introducing his wrong and inhuman thinking, stubbornly opposed to give separate electorates and political rights to the Dalits.

Gandhiji had said that Dalit class is only a part of Hindu religion, therefore the Dalit class can not be separated from the Hindu class. Gandhiji had said that I would oppose such political divide by putting a stake in life.
In spite of Gandhi's strong opposition, the then Prime Minister of Britain, Ramzie Macdonald, accepted the arguments and demands of Dr. Bhimrao Ambedkar as correct, and on 16 August 1932 granting political rights to the Dalit class, he approved the proposal of separate constituencies in the Legislatures. Gandhiji did not tolerate getting political rights for the dalit class. In the protest against getting the separate constituencies in the Legislatures for the Dalit class, Gandhi started the fast unto death in the Yerawada jail of Pune. Gandhi's demand was that the political right to the Dalit class got free electoral fields. They should be finished Due to Gandhiji's fast in Yerawada jail, Congressmen started opposing Ambedkar all over the country. Murder and assault with the Dalits started arson. The house of the Dalits was handed over to the fire. All these Congressmen were doing so that Baba Saheb Ambedkar should leave the political rights met by the Dalits.

Congress Baba Saheb was also requesting to talk to Gandhi. In the end, Dr. Bhimrao Ambedkar met Gandhi in Yerawada Jail, Pune to save the lives of peace and the lives of Dalits in the end. After a long conversation, Dr. Bhimrao Ambedkar left the proposal of separate constituencies in the Legislatures. In return, for the dalit class, acceptance of political reservation as per the intention of Gandhi in the form of compensation for separate constituencies. Under the agreement, safe seats were provided in lieu of separate constituencies in the Legislatures. That is, the areas which were reserved for the dalit class will only stand for the candidates of the dalit class, but the voters of all sections will be able to vote.

On September 24, 1932, an agreement was reached between Dr. Bhimrao Ambedkar and Gandhi, which is known as Poona Samachar or Poona Pact. On this agreement Madan Mohan Malaviya signed on behalf of Dalit class from Dr. Ambedkar and from the Upper Hindus. This was followed by reservation in politics and Gandhi ended his fast. Baba Saheb believed that Gandhi and Congress sucked the juice obtained from Poona packet fruit and gave the peel at the mouth of the dalits.

While writing the country's new Constitution after independence, the Constitution makers of India gave their right to equality under Article 14 of the Constitution due to their humanitarian and egalitarian thinking and gave the right to freedom under Article 19 but religious in ancient times Due to injustice, the backward class, tribal and women of all classes were backward in every sense. The exploited classes were not able to match the thriving class.
That is why the constitution makers arranged for reservations and protection for Scheduled Castes Scheduled Tribes. Just as parents take care of their most vulnerable child. More good food to eat. So that the weak child like the other strong and happy athletic child fatten. Under this thought, Baba Saheb provided reservation in proportion to his number in government jobs for Scheduled Castes Scheduled Tribes in Doctor Bhimrao Ambedkar's Article 16 (4) of the Constitution.

Many members in the Constituent Assembly demanded reservation for other backward classes also. And Baba Saheb also wanted that the backward class should be given the convenience of reservation. But due to the strong opposition Baba Saheb could not fulfill this demand immediately. But in the Constitution, Article 340 made arrangements for creation of Backward Classes Commission so that the Commission could recommend to the government to improve the condition of the backward class by locating the conditions of social and educationally backward classes and the difficulties they are facing.

Baba Saheb Dr. Bhimrao Ambedkar reserved the position in proportion to their number in the Lok Sabha for Scheduled Castes and Scheduled Tribes in Article 330 of the Constitution and in the State Legislative Assembly, in the State Legislative Assemblies, the time limit for political reservation was secured in the proportion of their population. The year was laid. This political reservation is extended in 10 years by amending Article 334.

Due to the discrimination and injustice of the ancient times, the backward class was so backward in every area that even after getting the right to equality in the Constitution and after the independence of the Constitution, the backward class was much backward than the general category. According to Article 340 of the constitution, a commission was formed to remove this last step, which was called the Mandal Commission.

The recommendations of this commission were implemented by the Janata Dal government in 1989 and provided 27% reservations in government jobs to castes belonging to other Backward Classes and this started getting reservation for other backward classes in Madhya Pradesh, Chhattisgarh. 14% reservation has been given to other backward classes and the reservation provided in many states is less than 27 percent. Before 1993, the village panchayats often have large farmers. Used to make rappines The same was in urban bodies. Because there was no reservation for any section of the backward people in panchayats and urban bodies. But in 1993, Article 243 of the constitution was amended to provide reservation to Scheduled Castes Scheduled Tribes and Backward Classes in various posts and reserved places for women of all classes, including general category, were reserved for direct recruitment.

In Article 243 of the Constitution, at least one-third of the members of the Panchayats of the three panchayats, principals and presidents were reserved for the women of all classes, including the general category women. These posts were allocated to different constituencies in Panchayat. Similarly, at least one-third of the number of places filled by direct election in every municipality with the rotation will be done for the women of all classes, including the general category women. Reservations were started in local bodies like this in reserve.

But even after the 69 years of independence, the weaker sections have not been so strong and complete that they can match at every level of the rich class.
One of the reasons for this is that most of the parties, who rule in the center and various states, do not want to end the weaker class. This is one reason that reserved positions are often left vacant. While lakhs of youth in the reservation class are roaming unemployed, if the government's determination was correct, then the government has taken such measures, so that no vacancy of reserved quota is vacant.
But the government did not make such efforts to end social education and economic backwardness of the reserved category. This is one of the reasons that the reservation category whose population is around 65% but the participation of the reserved category in government jobs has been 13%, therefore, according to my calculations, unless the weaker class equals at all levels like the normal class, reservation and protection Should be applicable.

I also believe that according to the decision of the Honorable Supreme Court, to remove the limit of reservations for up to 50%, people living under the general category poverty should also get the benefit of the reservation and the places in Parliament and the Legislative Assemblies For women reservation bill which is pending in Parliament, it should be passed quickly and the reservation bill which is pending in the Parliament, And such a law should be made so that the officers who violate the reservation can be punished.
In the US, reservation has also been given to bring American citizens of black-colored species to equality and equality.

Reservations have been the constitutional remedies to eliminate the disease of social and religious inequality received by religious texts since ancient times. This reservation form is definitely bitter, but this is the only way that the disease of social inequality can be eliminated from the country. Therefore, ordinary citizens of this country should look at the qualities of medicine and goodness, not the bitterness of the medicine. Women of all classes, including Brahmins, have been poisoned due to insult and lack of slavery from the Backward Classes Tribal and Dalits for thousands of years, so the general category must be accepted as reservation but this bitter medicine should be accepted for the society.
